Farmers, loan sharks under fire for holding onto voters' ID document

THE ANC in the Eastern Cape's Sarah Baartman region has blamed farm owners and loan sharks for the poor voter turnout in the Kouga Municipality.
While the party expressed happiness at making inroads in some of the wards it lost during the 2009 general and provincial and 2011 municipal elections, it said it was concerned by the poor voter turnout in the Kouga Municipality.
