WATCH | 'Rent mafia' exploits homeless

Homeless shelter No 2 Struben Street is supposedly run by a partnership between the city and NGOs.

Residents, however, say they answer to a "committee" headed by "Dube".

The committee allegedly charges rent, for the use of the toilets and exploits the people who take refuge there.
