Shocking 10-year contract delay
Government is notorious for its protracted procurement processes. Just to be able to purchase paper and stationery for a government department can take months. Appointing a contractor to build roads and install services can take a couple of years.
But to take 10 years to award a fuel tender is mind-boggling...
