Water woes have parties planning big changes
A third of the city had no water for five consecutive days in September due to three separate bursts on a pipeline likely as a result of ailing infrastructure.
There is no flood-like rainfall forecast soon and dam levels are near rock bottom, and every burst is a waste of water...
