How metro budget could be spent

Nelson Mandela Bay municipality’s R12bn draft budget was not approved by the council on Wednesday. Some of the opposition parties argued that it was biased towards the more affluent areas.
Although it is subject to change, reporter SIYAMTANDA CAPA takes a look at some of the projects planned for the Bay’s 60 wards for the 2018-19 financial year
Ward 1 (Summerstrand/Sardinia Bay): R9.075-million for Ironman, waste water treatment works and development of waste disposal facilities;
Ward 2 (Humewood): R1.6-million for the reinstatement of embankments and the beachfront;
Ward 3 (Walmer): R13.65-million for the upgrading of existing sports facilities, reinforcing the electricity network and upgrading major parks;
Ward 4 (Walmer township): R32.7-million for bulk water, sewer and stormwater infrastructure for housing, tarring of gravel roads and bucket eradication;
Ward 5 (Richmond Hill/Central): R39.7-million for restoring libraries, fixing bridges and traffic-calming measures;
Ward 6 (Fairview/Overbaakens): R22.2-million for upgrading Glen Hurd Drive and road upgrades;
Ward 7 (Kensington/Greenacres): R2.7-million for resurfacing tar roads, reinforcing the electricity network and public lighting;
Ward 8 (Lorraine): R1.2-million for the rehabilitation of bridge structures, pavements and bulk sewerage augmentation;
Ward 9 (Westering/Fernglen): R1.2million for traffic-calming measures and an additional treatment facility;
Ward 10 (Gelvandale/Cotswold): R12.2-million for Gelvandale Stadium roof structure, reinforcing the electricity network and upgrading public toilets;
Ward 11 (Korsten/Schauderville): R3.4-million for public lighting and minor intersection improvements;
Ward 12 (Malabar): R26.9-million for bulk water, sewer and stormwater services for housing development, electricity in shacks, resurfacing tar roads;
Ward 13 (Helenvale): R21.5-million for security lighting for pedestrian routes, sports fields and rehabilitation of roads;
Ward 14 (New Brighton/Sydenham): R11-million for the Mendi cultural centre, tarring roads and bucket eradication;
Ward 15 (New Brighton): R5.1-million for the tarring of gravel roads, electricity in shacks and bucket eradication;
Ward 16 (New Brighton): R12.4-million for playground equipment, John Tallant Link Road and stormwater services;
Ward 17 (New Brighton): R8.1-million for a multipurpose centre, tarring of gravel roads and pavements;
Ward 18 (Kwazakhele): R3.2-million for upgrading and developing public open spaces, tarring roads and sewer upgrades;
Ward 19 (Kwazakhele): R30.7-million for water, sewer and stormwater services for the Ekuphumleni housing project, roadworks and upgrade of public toilets;
Ward 20 (Kwazakhele): R2.8-million for rehabilitating roads, container toilets and public lighting;
Ward 21 (Kwazakhele): R3.9-million for tarring of gravel roads, bulk stormwater and public lighting;
Ward 22 (Kwazakhele): R3.4-million for the upgrade and development of public open spaces, upgrading public toilets and public lighting;
Ward 23 (Kwazakhele): R4.7-million for the tarring of gravel roads, resurfacing gravel roads and container toilets;
Ward 24 (Kwazakhele): R9.4-million for road upgrades, public lighting and new playground equipment;
Ward 25 (Zwide): R3.3-million for reinforcing the electricity network, pavements and public lighting;
Ward 26 (Zwide): R8.9-million for bulk stormwater drainage and sewer upgrades;
Ward 27 (Soweto-on-Sea): R3.9-million for the tarring of gravel roads, traffic-calming measures and public lighting;
Ward 28 (Zwide): R3.7-million for container toilets, tarring of gravel roads and public lighting;
Ward 29 (Booysen Park/KwaNoxolo): R7.9-million for the Stanford Road extension and public lighting;
Ward 30 (Veeplaas/KwaMagxaki): R3.4-million for the rehabilitation of roads, container toilets and public lighting;
Ward 31 (Missionvale): R4.5-million for the construction of Jack Road, resurfacing roads and bucket eradication;
Ward 32 (Salsoneville): R5.4-million for securing municipal parks facilities, buying properties and office accommodation for the ward councillor;
Ward 33 (Govan Mbeki township): R7.1-million for tarring of gravel roads, bucket eradication, resurfacing of tar roads and development of public open spaces;
Ward 34 (Arcadia): R13.9-million for fencing of cemeteries, the construction of a multipurpose centre, bucket eradication and resurfacing of tar roads;
Ward 35 (Bloemendal/West End): R2-million for traffic-calming, provision of pavements and rehabilitation of roads;
Ward 36 (KwaDwesi): R10-million for the upgrade and development of public open spaces, the reinforcement of the electricity network, new traffic signals and tarring of gravel roads;
Ward 37 (Bethelsdorp): R3.6-million for roadworks, tarring of gravel roads, bulk stormwater, sewer and water infrastructure, traffic-calming measures;
Ward 38 (Bloemendal): R5.2-million for the upgrade and development of public open spaces, tarring of gravel roads, public transport facilities and public lighting;
Ward 39 (Sherwood): R3.3-million for pavements, bulk stormwater and sewer infrastructure, and the reinforcement of the Hunters Retreat electricity network;
Ward 40 (Kuyga/Greenbushes): R59-million for bulk water supply lines, a pump station upgrade, waste water treatment works, bulk infrastructure in Rocklands, Kuyga, Seaview, Greenbushes, Blue Horizon Bay, St Albans and Jagtvlakte, and the reinforcement of the western electricity network;
Ward 41(Joe Slovo): R71-million for stormwater improvements, the construction of Joe Slovo bridge, roadworks, electricity in shacks and the construction of Bloemendal arterial road;
Ward 42 (KwaNobuhle): R11-million for electricity in shacks, upgrading of water reticulation, construction of a multipurpose centre and the upgrade of sewer reticulation;
Ward 43 (KwaNobuhle): R22-million for tarring of gravel roads, public lighting, upgrade of waste water treatment works, public lighting and tarring of gravel roads;
Ward 44 (KwaNobuhle): R4.5-million for the provision of pavements, the KwaNobuhle sport complex, the upgrade of the sewer reticulation and public lighting;
Ward 45 (Kruisrivier/Lapland): R40-million for roadworks, bucket eradication, electricity in shacks, bulk water, sewer and stormwater infrastructure;
Ward 46 (KwaNobuhle/De Mist): R4.1-million for tarring of gravel roads, upgrading of sewer reticulation, traffic-calming measures and the rehabilitation of bridge structures;
Ward 47 (KwaNobuhle): R4.7-million for new playground equipment, public lighting, tarring of gravel roads and the provision of pavements;
Ward 48 (Gerald Smit/Winterberg): R31.4-million for the upgrade of the Kelvin Jones waste water treatment works, bulk sewers for Joe Slovo, Mandelaville and Allenridge west, and bulk infrastructure at John Stree for housing development;
Ward 49 (Rosedale): R7.4-million for bulk sewers, tarring of gravel roads, upgrading of the Uitenhage dog pound and upgrading of the Groendal treatment works;
Ward 50 (KwaLanga) : R8.9-million for bulk sewers and stormwater drainage, public lighting and resurfacing of roads;
Ward 51 (Strelitzia Park/Vanes): R4.3-million for upgrading the springs water treatment works, tarring of gravel roads and rehabilitating swimming pools;
Ward 52 (Despatch): R7.4-million for the development of waste disposal facilities, tarring of gravel roads and upgrading of the Despatch reclamation works;
Ward 53 (Uitenhage/Colchester): R37-million for bulk water, sewer and stormwater infrastructure, the Coega Kop Wellfield and water treatment works groundwater, and water drainage and roads at the Motherwell cemetery;
Ward 54 (Motherwell NU 29): R45.3-million for infrastructure services for housing development in NU30 and 31, reconstruction of Tyinira Street and electricity for shacks;
Ward 55 (Motherwell): R6.7-million for refurbishing the Motherwell fire station, upgrading and developing public open spaces and tarring of gravel roads;
Ward 56 (Motherwell): R10-million for stormwater improvements in Ikamvelihle, waste water treatment works and outfall sewer for Motherwell/Coega, and new traffic signals;
Ward 57 (Motherwell): R4.4-million for the tarring of gravel roads, public lighting and sewer upgrade of the Motherwell main sewer;
Ward 58 (Motherwell): R13.6-million for security and access control, furniture for the Thusong Centre, rehabilitation of stormwater ponds and upgrading and development of public open spaces;
Ward 59 (Motherwell): R4.1-million for the tarring of gravel roads, rehabilitation of roads and the Motherwell canal pedestrian crossings; and
Ward 60 (Wells Estate/Bluewater Bay): R67.8-million for the replacement of the Markman 600mm sewer, construction of an access road, upgrade of the beaches and the reinforcement of the Redhouse and Wells Estate electricity network.
