It has been an uphill battle over the past two years for the Nelson Mandela Bay Municipality to get more money out of Bhisho for libraries.

The city needs the extra money to be able to pay staff to work on Saturdays. Libraries are closed on Saturdays because staff are refusing to work more than 40 hours a week.

At a mayoral committee meeting this week, the municipality’s executive director of sports, recreation, arts and culture, Noxolo Nqwazi, said the metro had exhausted the intergovernment processes to get Bhisho to allocate more money.

All libraries fall under the Eastern Cape Department of Sports, Recreation, Arts and Culture.

On Tuesday, Nqwazi said: “Over the past two years, we have exhausted the IGR [intergovernment

relations] process. The province is not coming to the party.”

She said they had meetings with the Office of the Premier and MEC Pemmy Majodina that had not yielded results.
