What's bus lane costing?

AS a concerned ratepayer I would like to know the cost involved in building the Stanford Road bus lane. As a layman I came to the conclusion that the project has an unlimited timeframe and budget as the workers frequently break up newly built roads and rebuild them.

Currently they are doing exactly that opposite Lalla's in Stanford Road and along the pavement from Willard past Aberdare Cables. My questions are simple: do the contractors have unlimited financial budget or is it due to poor planning and engineering?
