Filth abounds in our suburb

WITH reference to recent correspondence ("Suburb's streets being kept clean", May 28), yes, Irvine Street has been swept, for the first time in 19 months, but filth abounds throughout Richmond Hill. The proliferation of beggars (now called car guards) continues and homes are being lost to small businesses.
A truly misguided agreement to declare the area a special ratings area has been agreed to, meaning only that ratepayers now will have to pay a levy to have the work that should be done by the municipality done by private enterprise. And this is to be collected by the municipality!
