Long wait for papers

I AM a South African citizen who has been legally married for six years and my husband, who is a foreign national, is still on a temporary visa. His permanent residence, which was supposed to take three months to clear, is now more than a year overdue.
When asked at the department what the holdup was, the officer impolitely said it would still be a year or two as there was still a backlog from 2011 and 2012.
