Last year, South Africa suffered its worst outages since 2008, caused by outdated infrastructure and plant failures.
Admitting that Eskom had handled the situation badly over the past seven years, chief executive Tshediso Matona said the power utility had since 2008 been burning diesel instead of shutting down units and doing maintenance.
This admission came despite President Jacob Zuma recently blaming the current crisis on apartheid and Matona saying last month that there was no crisis at Eskom.
