City in plan to use criminals

FACED with a shortage of critical staff to perform key functions and no budget to hire new workers, the Nelson Mandela Bay Municipality wants to use "soft" offenders, or criminals on probation, to help keep the city clean.

Due to the lack of sufficient manpower, the city has been battling to keep up with the maintenance of parks, playground equipment, public open spaces and cemeteries.

In a report to the public health portfolio committee, which meets today, acting executive director Andile Tolom said budget cuts had made it difficult to fill any vacancies.
