New policy to limit mayor's powers

THE Nelson Mandela Bay Municipality has proposed a new policy that could restrict mayor Ben Fihla's powers to make any changes to the city's five-year Integrated Development Plan (IDP) without the council's approval first.

This means that Fihla cannot prioritise any service delivery projects in an area – even if there is a mass outcry through protests – if it is not included in the IDP and budget for that specific year, unless he has the council's blessing.

This is according to the draft system of delegation of powers approved by the Bay council last week.
