Outcry after councillors urged to approve unseen report

CITY manager Mpilo Mbambisa got a tongue-lashing from Nelson Mandela Bay councillors yesterday for expecting them to approve a crucial report on how the city will spend grant funding from the National Treasury without giving them a copy of the document first.

Mbambisa is in a rush against time to submit the built environment performance plan (BEPP) report to the Treasury by next Friday, or the municipality will not receive the R820-million allocation for the year.

But councillors stood their ground, saying they were not voting machines that would endorse a report that was never discussed with them. - Rochelle de Kock
